Several comrades, including Rosa Luxemburg, for example, agreed with the German socialist Franz Mehring’s arguments that the Russian workers could not leap from tsarist oppression to socialism. In a revolution that would remain bourgeois the most that could be achieved were the very important rights of suffrage, association, freedom of speech and publication, and better working conditions, all of which would help the movement to build for the eventual goal of socialism. Martov returned to the general Menshevik fold and to his earlier viewpoint that an immediate seizure of power by the working class was not possible.

Strikes in the towns, unrest in the countryside, liberal professionals demanding a more active role for society in putting matters right, protest from the nationalities, a difficult military campaign and the occasional mutiny in the armed forces were all aspects of this troublesome time for tsarism. Opportunities also opened up for revolutionaries to return to Russia to join the fight. In 1904 Trotsky had demanded that social democrats produce effective propaganda to enable the proletariat to do battle and to learn and grow stronger from any defeats.

Vasetskii and D. Volkogonov had the advantage of a long acquaintance with restricted sources. They lacked the training, however, to write biographies based upon good historical practice. Political considerations, not an honest evaluation of documents, were uppermost in their minds. Both see the ideas and policies associated with Trotsky himself as misconceived, especially the theory of permanent revolution. It was, they argue, with this theory in mind that Trotsky was prepared to betray Russia’s best interests with his ‘no war, no peace’ strategy adopted for the peace negotiations at Brest-Litovsk.
